சென்ற ஆட்சியில், 2ஜி, நிலக்கரி சுரங்கம், ஆதர்ஷ்,
காமன்வெல்த் போட்டி ஆகியவற்றில் நடந்த மிகப்பெரிய மோசடிகள் –

அப்போதைய சி.ஏ.ஜி., தாக்கல் செய்த அறிக்கை மூலம் தான் வெளியே
தெரியவந்தது….

தற்போதுள்ள பாஜக ஆட்சியில் பெரிய அளவில் ஊழல் நடந்ததாகச்
சொல்லப்படும் “500-1000 ரூபாய் நோட்டுகள் ஒழிப்பு” மற்றும்
ஃப்ரான்சிலிருந்து வாங்கப்படும் “ரஃபேல்” போர் விமானங்கள் பேரம்
ஆகியவற்றைப் பற்றிய அறிக்கையை இன்னமும் வெளியிடாமல்
தற்போதைய சிஏஜி ஓடி ஒளிவது ஏன் என்று கேட்டு –

மூத்த முன்னாள் ஐஏஎஸ் அதிகாரிகள் உள்ளிட்ட 60 முக்கிய
பிரமுகர்கள் கையெழுத்திட்டு தற்போதைய (CAG ) சிஏஜி திரு.ராஜிவ்
மெஹ்ரிஷிக்கு ஒரு கடிதம் எழுதியுள்ளனர்.

அந்த கடிதம் பொதுவெளியில்
வெளியிடப்பட்டதோடு, ஜனாதிபதி அவர்களுக்கும் ஒரு பிரதி
அனுப்பப்பட்டுள்ளதாக செய்திகள் வெளியாகியுள்ளன….

‘புதிய நோட்டுகள்’ அச்சடித்ததற்கான செலவு,
செல்லாத நோட்டுகளைத் தொடர்ந்து
வருமான வரித் துறை மேற்கொண்ட
தொடர் நடவடிக்கைகள் உள்ளிட்டவை குறித்த விவரங்கள்
சிஏஜி அறிக்கையில் இடம் பெறும்’ என,
பதவியிலிருந்து ஓய்வுபெறும் முன்னர்,
முன்னாள், CAG திரு.சஷிகாந்த் சர்மா குறிப்பிட்டிருந்தார்.

ஆனால், செல்லாத நோட்டுகள் பற்றிய தணிக்கை விவரங்கள்
24 மாதங்களாகியும் வெளியாகவில்லை.

அதேபோல், ரபேல் போர் விமான ஒப்பந்தம் தொடர்பான தணிக்கை
அறிக்கை – இந்தாண்டு செப்டம்பருக்குள் தாக்கல் செய்யப்படும் என,
முதலில் சொல்லப்பட்டது…

ஆனால், இந்த அறிக்கையும் இதுவரை தாக்கல் செய்யப்படவில்லை…

இந்த இரண்டு மிக முக்கியமான
தணிக்கை அறிக்கைகளும் வெளியானால்
அது பாஜக அரசுக்கு பாதமாக அமையும் என்பதால்,
ஏப்ரல் 2019 தேர்தல் வரை அவற்றை வெளியிடாமல்
காலதாமதம் செய்ய “சதி” நடக்கிறதோ
என்று இந்த பிரமுகர்கள் அச்சம் தெரிவித்துள்ளனர்.

மோடிஜி அரசால் நியமிக்கப்பட்ட
தற்போதைய CAG,
மத்திய அரசுக்கு
சாதகமாக செயல்பட்டு,
தனது அரசியல் சாசனப்படியான பொறுப்புகளை தவிர்க்கிறாரோ
என்கிற ஐயம் ஏற்படுகிறது என்று இந்த கடிதத்தில்
கையெழுத்திட்டுள்ள – பஞ்சாப் முன்னாள், டி.ஜி.பி., ஜூலியோ ரிபோ,
முன்னாள், ஐ.ஏ.எஸ்., அதிகாரியும், சமூக ஆர்வலருமான அருணா ராய்,
பிரசார் பாரதி முன்னாள் தலைமை செயல் அதிகாரி, ஜவஹர் சிர்கர்,
ஆகியோர் கவலை தெரிவித்துள்ளனர்.

மக்களது சந்தேகங்களை நீக்க தற்போதைய CAG – உடனடியாக
மேற்கண்ட இரண்டு தணிக்கை அறிக்கைகளையும் வெளியிடவேண்டும்
என்று அவர்கள் தங்கள் கடிதத்தில் கேட்டுக்கொண்டுள்ளனர்……

A group of former civil servants wrote an open letter to the Comptroller and
Auditor General of India on Monday accusing the authority of
“unconscionable and unwarranted delay” in filing audit reports on demonetisation and the Rafale aircraft deal between India and France. The former civil servants, including former IAS officer Harsh Mander, former IPS officer Julio Ribeiro and former Prasar Bharati chief Jawahar Sircar, also sent a copy of the letter to President Ram Nath Kovind.

The letter pointed out that the CAG said in March 2017
that it would submit an audit on demonetisation, but there had been
no progress on the matter even after 20 months.
“Equally conspicuous is the delay in presenting the CAG’s audit report
on the Rafale deal, even though 42 months have passed since the deal was
announced in April 2015,” the letter added.

It referred to a report in The Times of India in July 2018 which said that the Rafale audit had been delayed again.

The authors said that the CAG’s audit reports on the
2G scam, coal scam, Adarsh scam and Commonwealth Games scam
during the reign of the erstwhile United Progressive Alliance
dispensation had influenced public perception of the government.

“But an impression is gaining ground that the CAG is deliberately
delaying its audit reports on demonetisation and the Rafale deal till after the May 2019 elections so as not to embarrass the present government,” the former civil servants said.

The authors appealed to the authority to complete the audits of
both demonetisation and the Rafale deal and
submit the reports without further delay,
so they could be tabled in Parliament during the upcoming Winter Session.
