I completely agree with you. The problems of CEYLON Tamils have been complicated by the involvement of India. Indian leaders have done everything to complicate and aggravate their problems. As you told, the geopolitics of Indian subcontinents has victimized the CEYLON Tamils and put them in most slavery condition at this technological era.
There seems to be any reasonable and viable solution for another 2-3 decades. Only things are moving towards the annihilation (destruction) of Tamil population there.
If any Tamil leaders talk in support of them, they will be marked as Tamil racist in India. This is the situation right now. There is no real democracy any where in the world to save the rights of many ethnic groups, who are under threat of annihilation or marginalization from common stream.

1987 இல் ராஜிவ்காந்திக்கும் அப்போதய அரசுத்தலைவர் ஜெயவர்தனேக்கும் இடையில் ஈழத் தமிழர்களின் பிரச்சனைகளுக்கு தீர்வாக ஒப்பந்தம் ஒன்று கைச்சாத்தானது.இதன்படி இலங்கை அரசமைப்புச் சட்டத்தின் பதின்மூன்றாவது திருத்தம் கொண்டுவரப்பட்டது.
அந்த ஒப்பந்தப்படி இலங்கையில் மாகாண சபைகளை உருவாக்கி சிங்களம், தமிழ் ஆகிய மொழிகள் நாட்டின் அதிகாரபூர்வ மொழிகள் ஆகவும் ஆங்கிலம் இணைப்பு மொழியாகவும் செயல்பட இணக்கம் இரு தலைவர்களுக்குமிடையில் ஏற்பட்டது.
தொடர்ந்து 42 மாகாண சபைகள் உருவாகின. அதைத் தவிர வேறெதுவும் நடைமுறையில் வரவில்லை.
13 ஆவது திருத்தச்சட்டம் நிறைவேற்றப்பட்டதன் பின்னர் உருவாக்கப்பட்ட சட்டங்கள் அதில் இருந்த குறைந்தபட்ச அதிகாரங்களையும் இல்லாது செய்துவிட்டது.
ராஜபக்சே அரசு இந்த 13 சட்டத்திருத்தத்தை முற்றாக நீக்க முயற்சி செய்தது.ஆனால் இரண்டு நாடுகளுக்கிடையில் ஏற்பட்ட ஒப்பந்தம் என்பதால் சிறிது தயக்கம் காட்டினார்கள்.
இதற்கிடையில் 13 சட்டத்திற்கு அப்பால் சென்று 13+ ஓரளவு தற்போதய நிலையில் இருந்து தமிழர்களுக்கு சிறிய ஆரம்ப விடிவாகும் என சொல்லப்பட்டது.ஆனால்…
13+ என்பது அரசியலமைப்பு ரீதியாக எந்தவிதத்திலும் சாத்தியமில்லை. ஏனெனில் உயர் நீதிமன்றம் 1987 ஆம் ஆண்டில் கொடுத்த தீர்ப்பில் ஒற்றையாட்சியின்படி குறிப்பிட்ட சில அதிகாரங்களை கொடுக்க முடியும் என்பது வலியுறுத்தப்பட்டிருந்தது. எனவே மேல் அதிகாரங்களை வழங்குவதாய் இருந்தால் ஒற்றையாட்சி அல்லாத அரசியலமைப்பின் கீழ் வழங்கப்பட வேண்டும். இந்தத் தீர்ப்பும் சிங்கள மக்களின் நிலைப்பாட்டின்படியும் 13 மட்டுமன்றி அதற்கு மேல் 13+ கூட சட்டமாக்க முடியாத நிலை உருவானது.
இந்த நிலையில் இந்தியாவை ஏமாற்ற 13 – ஐ நடைமுறைப்படுத்தி 13 நடைமுறைப்படுத்தி விட்டோம் என்று சொல்ல முயற்சிகள் நடந்து வருகின்றன.
இதுதவிர வரப்போகும் தேர்தலில் ராஜபக்சே வருவது உறுதியான நிலையில்,பாராளமன்ற உறுப்பினர்கள் தொகையில் சிங்களவர்களே அதிகம் என்ற நிலையில், மூன்றில் இரண்டு பெரும்பான்மையுடன் எந்தச் சட்டத்தையும் நிறைவேற்ற முடியாத நிலையில், இவை எல்லாம் கனவாக இருக்க முடியுமே தவிர, நடைமுறையில் 13 அல்லது 13+ நடைமுறைப்படுத்தவோ ,தமிழர்களுக்கு தீர்வாகவோ அமையாது. தற்போதய சூழ்நிலையில் 13 – க்கே சாத்தியமாக உள்ளது. இது தற்போதய அதிகாரங்களையும் இல்லாது ஆக்கி விடும்.
மொத்தமாக இந்தியா இலங்கைக்கு இடையே பிணக்குகள் ஏற்படாமல் இருக்கவும்,போர் குற்றங்களில் இருந்து தப்பவும் சிறிது காலத்திற்கு இலங்கை 13 ஐச் சொல்லி ஏமாற்றி வர முடியும். அவ்வளவுதான்.

Shakthi, I appreciate your details on 13th amendment. It looks like that not 13th, but even if you make 130000th amendment, there will not be any good things will happen for Tamils.
Majoritarian leaders in indian subcontinents believe that procrastination (extend the time period) of problems without any resolution will end up in a solution (i.e,. Disappearance of demands and problems). This is a bad approach because the newer generation are more informed and most accessible to historical facts. This will backfire on those who complicates the problems.
I do not know what kind of vision Modi (politician with international vision!) is going to execute to solve the problems in backyards of India.

Hello BC, don’t mix up the matters. Tamils problem in CEYLON is perennial, more than 60 years-old and monumental. We have to support this.
The fisher man problem is again created by Sinhala rulers to divert the attention on real issues of Tamils. If you see any news blaming Tamil nadu fisherman, it is man-made news to divert attention. It is like the talk of unresponsible ranil vikaramasingu.
